Somebody forwards a link to a Set up screen and a dispatcher opens it. The un-entitled view is a designed screen, not an error: it names the person to ask and offers to ask them.

Why there was no sign of it before

There is no Set up line in Dana's account menu at all. She only reached this because somebody sent her the link — so the screen explains itself rather than accusing her of anything.

"You do not have permission" is where a screen stops. This one keeps going: it says whose job it is, gives a way to reach her, and offers the way back to the work she was doing. Nobody is left holding a dead end with nothing to do next.
